Overview
Perform spectrum management support for the procurement, assignment, and protection of radio frequencies for legacy and emerging spectrum-dependent systems in support of Navy and Marine Corps operating forces and geographic component commanders. Secret Clearance required.
Responsibilities
Analyze technical data of communication systems and, based upon knowledge of radio equipment and radio propagation, initiate and track actions at the National or International level, as required, to eliminate conflicts in frequency assignments which arise as a result of the heavily congested radio frequency spectrum.
Research and identify various types of Navy/Marine Corps equipment in frequency bands and in adjacent and harmonically-related frequency bands that are under consideration for spectrum repurposing/reallocation.
Acquire complete and accurate information regarding the technical characteristics and operational deployment of Navy/Marine Corps electronic equipment. Ensure current usage of the band is accurate with fleet requirements and assignments are in place to document usage.
Review and analyze early entry coordination requests to determine the impact of new licensee systems to existing Navy/Marine Corps systems, and vice versa.
Review and provide guidance on proposed system development, transition locations, engineering impacts, and risks for Navy/Marine Corps systems migrating out of the affected bands.
Coordinate with Navy/Marine Corps users and program offices on transition plan schedules, risks, and interim sharing plans.
Evaluate and analyze requests from commercial wireless industry related to entry into existing federal spectrum bands to determine impacts on DoN systems. Analyze technical characteristics of proposed new users of the frequency band against existing and planned DoN systems.
Modify and update spectrum certification requirements for all Navy/Marine Corps systems impacted by relocation requirements.
Evaluate and analyze Table of Frequency allocations, channel plans, and planned changes to the Radio Regulations as prepared at National and International Telecommunications conferences to consider the potential impact to DoN communications systems and equipment.
Recommend considerations for potential sharing criteria and develop options for minimizing impact to Navy/Marine Corps operations.
Attend and provide input at working groups, as required, pertaining to Navy/Marine Corps operational requirements, frequency assignment/allocation plans, spectrum usage, DoD policies affecting the communications-electronics elements of the military Services, and other issues related to spectrum allocation and planning.
Coordinate with appropriate federal, non-federal, military and other government officials of the US and foreign countries to carry out the above action
Produce DoD and DoN spectrum related products using Microsoft applications.
Qualifications
Minimum Qualifications
BA/BS degree (preferred)
Training from one or more of the following schools: US Army Battlefield Spectrum Management (BSM) Course, DoD Inter-Service Radio Frequency Management School, US Army Joint Spectrum Manager (JSM) Course, or US Air Force Electromagnetic Spectrum Management Course.
Experience
10 years of experience with DoD spectrum management.
Skills
Expert knowledge of spectrum management tools and databases. Knowledge of DoD, Service-specific, and national/international spectrum tables of allocations and regulatory processes.
Practical demonstrated experience and knowledge of national, DoD spectrum certification, and frequency assignment processes.
Expert knowledge of spectrum management tools and databases.
Knowledge and ability to research regulatory issues, including FCC, NTIA, and ITU, and analyze emerging wireless industry developments.
Possess excellent oral and written communication skills.
Possess excellent data gathering, analytical, and client problem solving skills
